Agenda Item #3 FTA Section 5310 Designated Recipient Status
The TPO (Knoxville Knox County Planning) is the current designated recipient of the Federal Transit Administration (FTA) Section 5310 Enhanced Mobility for Seniors and Individuals with Disabilities funding. The amount of time to manage the program has grown over the years and this effort is not in-keeping with the primary mission of the TPO which is to do transportation planning. Therefore, the TPO and CAC have worked to form a partnership where the grant processing and management activities will be transferred to their responsibility. The TPO will help with project selection and the updating of the Human Services Transportation Coordination Plan (required by FTA). CAC already works with FTA on a regular basis and has decades of experience working with grant management and distributing funding to regional non-profits and service agencies. To make this action official the Executive Board must first recommend, by resolution, to the Governor of Tennessee that CAC be named the Designated Recipient of the 5310 funds. Then the Governor must designate CAC in a letter to FTA.
