FHWA Performance Measures

FHWA instituted a requirement for Performance Measures and formal target-setting with the MAP-21 legislation in 2012. A new 4-year Performance Period (2026 - 2029) has begun for the measures under PM2 (Bridge and Pavement Conditions of the NHS) and PM3 (System Performance / Freight / CMAQ) categories with new targets being required. TPO staff developed local target options for each of the required measures under PM3 and coordinated with the Technical Committee at both a workshop and regular meeting to establish final values for Executive Board consideration.
