FY 2023-2026 Transportation Improvement Program (TIP) Project Cost Overrun

The City of Knoxville is requesting a cost overrun for the construction phase of the Northwest Greenway Connector, Ph. 2 project. The overruns exceed the limits established in the TIP programming policies adopted with the FY 23-26 TIP. Technical Committee approval is required for cost overruns in excess of 25% of the total project costs or increasing TPO federal funds in excess of $500,000.

  • The overrun request is $5,148,491, representing 220.8% of the original total project cost
  • TDOT has approved additional State STBG-TA funds in the amount of $2,091,376 ($1,673,101 federal)
  • The TPO managed funds request is $3,057,115 ($2,445,692 federal)
    • $1,257,115 L-STBG-TA ($1,005,692 federal)
    • $1,000,000 L-CRP ($800,000 federal)
    • $800,000 L-STBG ($640,000 federal)
